Power Delivery Solutions is an engineering and design firm backed by a dedicated team of experienced professionals. It is our mission to provide cost effective services for transmission, distribution, and other electrical projects. Founded in Delaware, PDS has established a strong presence in the Mid-Atlantic region and continues to expand into the South East. With the opening of our Roswell, GA office in 2015, we have been able to supply more solutions than ever before and look forward to creating meaningful client relationships along the way. In 2019, Power Delivery Solutions was acquired by UtiliCon Solutions, LLC., a wholly owned subsidiary of Asplundh Tree Expert, LLC.


Frank Cascino, President   Power Delivery Solutions is the culmination of knowledge and experience. With over 30 years in the utility and consulting industry, Frank created PDS in the fall of 2012. Frank has an expertise in routing, design, engineering, building, and maintaining high voltage transmission lines from 69 kV through 765 kV.  Ten years as an Engineer at American Electric Power (AEP) in the Transmission Structures Engineering Department designing tower structures and foundations for 345 kV and 765 kV transmission lines. Ten years at Delmarva Power in the Transmission Engineering Department designing transmission lines and foundations, and substation structures and foundations. Seven years at ABB Inc. as a Senior Engineer designing transmission lines and foundations, and substation structures and foundations. Six years at Substation Engineering Company as co-founder, vice president and partner


Chris Whalen, VP Northeast Operations  Chris has a depth of experience working in the utility and consulting industry. He spent the first 10 years of his career as a transmission and distribution lineman, working on voltages from 34 kV to 500 kV. Chris then returned to school where he earned a bachelor of science degree in construction management from Drexel University. Chris transitioned from the field to engineering and spent the next 10 years in the transmission engineering field group, responsible for total project layout and design up to 500 kV. In addition to his background in engineering, Chris came to PDS with 8 years of experience in construction management, overseeing various utility projects, including substation, distribution, communication and transmission, as well as supervision of construction management representatives.  


Dean Sevy, VP Southeast Operations  Over 25 years of experience in the power industry with focus on transmission design and project management. Past experience includes leadership positions in several organizations, managing groups on engineering projects for utility and commercial clients in the transmission, substation, and civil/structural areas. As a transmission engineer, Dean has experience in voltage up to 500 kV and has served as the lead engineer on hundreds of transmission line projects. Prior to joining PDS, he served as the transmission group manager for a large national engineering company. 


Frank Marinelli, Director of Distribution and Operations Frank has over ten years of experience in the construction and utility industry.  working in different capacities for Asplundh and Asplundh subsidiary companies.  Most recently, he was the Director of Operational Performance at UtiliCon Solutions, an Asplundh Company. Prior to that Frank was the Operations Support Manager for Asplundh Construction East on Long Island, New York.  Before starting his tenure at Asplundh, Frank was an auditor for KPMG based out of their Philadelphia office.  Frank is a CPA and PMP and received his bachelors of science in accounting from Saint Joseph’s University.  He has a great deal of experience leading projects and developing and refining key performance indicators to track project performance.  Additionally, Frank has spent significant time analyzing operational and financial processes, identifying and evaluating key controls and determined the most effective and efficient approach to performing all functions.
